Detailed development plans

How detailed development plans are prepared and how you can have your say. Here you can find the municipality's adopted detailed development plans.

What is a detailed development plan?

With a detailed development plan, the municipality regulates how land and water areas may be used. The plan tests whether an area is suitable for new development, changes to existing development, or preservation. A detailed development plan is legally binding and balances different interests to set how an area should be developed.

Choice of procedure

The municipality decides whether to prepare a detailed development plan and chooses one of three procedures: standard, extended or coordinated. The choice is based on criteria in the Planning and Building Act.

The length of the process varies with the chosen procedure.

Plan process

To find out the municipality’s position on starting a planning process, an application for a planning decision can be submitted.

During the consultation period, authorities, property owners, and others affected by the plan are given the opportunity to submit comments on the proposal. The purpose is to improve the basis for decision-making by gathering knowledge about the specific planning area.

Comments submitted during consultation are compiled in a consultation memorandum. The proposal is revised based on the comments.

Before the municipality can make a decision to adopt a detailed development plan, the proposed plan must be made available for public review. During the review period, authorities, property owners, and others affected by the plan are given the opportunity to submit comments on the proposal.

Anyone who has not submitted written comments by the end of the review period may lose the right to later appeal the Municipal Executive Committee’s or the Municipal Council’s decision to adopt the detailed plan.

Submitted comments are presented together with responses in a review statement.

The decision to adopt the detailed development plan is made by the Municipal Executive Committee or the Municipal Council, depending on the procedure. The decision is sent to the County Administrative Board and to those who submitted comments during the consultation and review but did not have their comments addressed.

The municipality’s decision to adopt, amend or revoke a detailed development plan may be appealed to the Land and Environment Court within three weeks from the date the adoption decision was posted on the municipality’s official notice board.

The appeal must first be submitted to the municipality, which examines whether it has been lodged on time and then forwards the case.

If the adoption decision is not appealed, the detailed development plan gains legal force no earlier than three weeks after the decision has been posted on the municipality’s notice board.

The detailed development plan may also gain legal force following a ruling by the Land and Environment Court.

Planning Programme

A planning programme is sometimes created for a larger area and provides a structure for buildings, road networks, and green spaces. Before the municipality begins work on a detailed development plan, a planning programme may need to be prepared to broadly assess conditions and visions.

In the Comprehensive Plan, Harads and Bodträskfors are identified as a primary core area with strategic importance as service centres. The areas show strong entrepreneurship, many local businesses, unique visitor destinations such as Treehotel and Arctic Bath, and a vibrant community life. Proximity to forests and the river provides attractive living and recreational environments for residents and visitors.

The programme studies and describes the future overall structure for green areas, development of buildings, recreation and outdoor life. It supports continued development and is anchored through dialogue with residents and local stakeholders.

Stage in the process

The Municipal Executive Committee approved the programme on 13 June 2022.

Boden is growing with a goal of 30,000 residents by 2025. A living countryside with good housing, livelihood opportunities and rich leisure is a prerequisite for growth across the municipality. In Comprehensive Plan 2025, Unbyn is designated as a core area due to its strategic location.

The programme sets out intentions for Unbyn’s development and forms the basis for continued detailed development planning in the area.

Stage in the process

The Municipal Executive Committee approved the programme on 11 November 2019.

APPLY FOR A PLANNING DECISION

The first step in creating, amending or revoking a detailed development plan is to apply for a planning decision. By doing so, you receive an indication of whether the municipality intends to initiate a planning process. When reviewing your application, the municipality assesses the suitability of the proposed use of the site. The assessment is based on the comprehensive plan.
