Review: Detailed Development Plan for Part of the Property Sävast 23:11 - Petön

Purpose and background

The plan area covers approximately 50 hectares, of which 25 hectares consist of agricultural land.

The detailed development plan has previously been displayed for consultation.

The purpose of the detailed development plan is the new development of housing on the western part of Sävastön along the Lule River within Boden Municipality. The provisions and design of the detailed development plan are carried out in a flexible manner. This is to enable approximately 225 new homes of varying sizes and types, public spaces, and the protection of sensitive natural and geotechnical areas.

Plan proposal

The plan has undergone major changes since the consultation, and many studies have been updated and expanded. Due to stability issues with the risk of retrogressive landslides that have been identified, the structure and extent of the area have been adjusted. The plan has also been revised based on the comments received.

The detailed development plan is being processed using the extended procedure in accordance with the Planning and Building Act (2010:900).

The proposed plan is consistent with the Comprehensive Plan 2025 as well as the Detailed Comprehensive Plan for Boden and Sävast. The detailed development plan is being processed using the extended procedure.

The municipality assesses that the implementation of the proposed detailed development plan may have a significant environmental impact, and therefore an Environmental Impact Assessment has been prepared.

Parts of the shoreline protection are proposed to be revoked in connection with the adoption of the detailed development plan.

Process and decisions

The detailed development plan is being processed using the extended procedure in accordance with the Planning and Building Act (2010:900).

Review

The detailed development plan was available for public review from 19 November 2025 to 19 January 2026.
