Purpose and background
The municipality is preparing a detailed development plan for the properties Svartbjörsbyn 2:65 and part of Svartbjörsbyn 2:53 within Boden Cleantech Center.
The purpose of the plan is to enable waste management, landfill operations, material recycling and other activities within the area. The plan will also provide space for technical facilities and industrial activities and protect existing and future overhead power lines.
The municipality plans to continue developing Boden Cleantech Center to create opportunities for activities that contribute to the green industrial transition and the sustainable long-term management of resources and materials.
Plan proposal
The planning proposal was subject to consultation in summer 2024. Since then, the municipality has carried out several new and more detailed studies, including studies of the location, soil contamination and stormwater management. These studies have provided new information about the area and resulted in a need to revise the planning proposal.
To ensure sustainable long-term stormwater management, additional measures are needed, including areas for wetlands and other stormwater management solutions. The municipality has also carried out further investigations into existing land drainage associations. As a result, the planning area has been expanded and the proposal revised in several respects.
Process and decisions
The planning proposal is consistent with the municipality’s Comprehensive Plan 2025, and the detailed development plan is being processed under an extended procedure in accordance with the Planning and Building Act (PBL 2010:900). The municipality considers that the plan may have a significant environmental impact. An environmental impact assessment has therefore been prepared.

The detailed development plan is on public display for consultation from 21 September to 22 October 2026.
