What the Culture Plan is
In 2021, the Culture, Leisure and Youth Division developed a new Culture Plan setting out how culture will develop in 2022–2026. The goal is increased inclusion and collaboration so everyone can access, participate in, create and influence cultural life. The municipality will promote a central meeting place for cultural events, more creative meeting places across the municipality, make culture more visible, include culture early in community building, and strengthen conditions for culture creators.

An inclusive cultural life
Culture should be open and accessible to all ages and backgrounds. Schools and other arenas should give children and young people opportunities to encounter, practise and experience culture.
Good conditions for culture creators
The municipality will strengthen conditions for culture creators and follow recommended fees for commissioned work. Support and infrastructure will be developed for associations and the creative industries.
Creative and increased collaboration
Cultural actors, associations, businesses and public services will collaborate more locally, regionally and internationally. Digitalisation will make sharing and meetings easier.
Public spaces and meeting places
Culture will be included in the planning of places, parks and premises. Boden applies the one per cent rule in building projects and aims to create more open cultural meeting places across the municipality.
A more visible cultural life
The municipality will strengthen communication so residents can easily find information about the cultural offer. Small events will be highlighted in larger contexts.
Implementation and follow-up
The Culture Plan is a living document and is followed up every year. In 2023–2024, an in-depth follow-up and relevance review is carried out, and in 2026 efforts and results are evaluated ahead of the next plan.
