What is a detailed development plan?
With a detailed development plan, the municipality regulates how land and water areas may be used. The plan tests whether an area is suitable for new development, changes to existing development, or preservation. A detailed development plan is legally binding and balances different interests to set how an area should be developed.

The plan documents include:
- Plan map with regulations
- Plan description
Choice of procedure
The municipality decides whether to prepare a detailed development plan and chooses one of three procedures: standard, extended or coordinated. The choice is based on criteria in the Planning and Building Act.
The length of the process varies with the chosen procedure.

Planning Programme
A planning programme is sometimes created for a larger area and provides a structure for buildings, road networks, and green spaces. Before the municipality begins work on a detailed development plan, a planning programme may need to be prepared to broadly assess conditions and visions.
