Register medium-sized combustion plants
Medium-sized combustion plants are used to produce heat or energy by burning different types of fuel. They must be registered, and in some cases may also require a permit or notification to the municipality.

Medium-sized combustion plants
Medium-sized combustion plants are facilities that burn fuel to produce heat or energy. These plants have a capacity between 1 and 50 megawatts. Capacity is a measure of how much energy the plant can produce.
Registration requirement
Since 1 June 2019, special rules apply to medium-sized combustion plants. The rules come from the European Union and aim to reduce air pollution.
All medium-sized combustion plants must be registered with the supervisory authority.
- New plants, or plants that started operating on 20 December 2018 or later, must be registered before they start operation.
- Older plants must be registered according to the following schedule:
- From 1 January 2024 if the capacity is over 5 megawatts.
- From 1 January 2029 if the capacity is 5 megawatts or less.
Permits and notifications
In addition to registration, some plants may also need a permit or must be reported to the municipality according to the Environmental Code (miljöbalken).
- A permit is required for plants with a capacity between 20 and 50 megawatts.
A notification is required for:
- Plants over 500 kilowatts and up to 20 megawatts, if they use other fuels than only fossil fuel oil or gas.
- Plants over 10 megawatts and up to 20 megawatts, if they use only fossil fuel oil or gas.
