Report renewable energy installations
Renewable energy is produced without fossil fuels or uranium. Some energy installations must be reported to the municipality before they are put into use.

What is Renewable Energy?
Renewable energy is energy produced without fossil fuels or uranium. Fossil fuels are, for example, coal, oil, and gas.
Examples of renewable energy:
- Wind power
- Hydropower
- Solar energy
- Bioenergy, for example wood chips, biogas, and ethanol
Reporting Energy Installations
Some energy installations and operations must be reported to the municipality. Use the form for reporting environmentally hazardous activities.
Anaerobic biological treatment (biogas without oxygen)
- An installation that produces biogas (gas formed when organic material, for example manure or food waste, breaks down) without oxygen (anaerobic) up to 3000 MWh per year must be reported.
- This also applies if manure is treated as waste (material that is no longer needed).
- If other material than manure is used, up to 500 tons of non-hazardous waste per year must also be reported.
Production of gas and liquid fuels
- Upgrading (cleaning or improving) of anaerobic biogas installations producing up to 1500 MWh per year must be reported to the municipality.
Combustion of waste
- Installations that burn non-hazardous waste up to 50 tons per year must be reported.
- Mechanical processing (sorting, crushing, or pressing) of non-hazardous waste up to 10,000 tons per year also requires reporting.
- Treatment of non-hazardous waste up to 500 tons per year must be reported.
Combustion of biofuels
- If an installation produces electricity by burning biofuel (fuel from plants, trees, or other organic material) and has a capacity (a measure of how much energy the installation can produce) over 500 kW, or 10–20 MW, you must inform the municipality.
- Stationary combustion engines used as backup for power outages are not included.
- Gas turbine installations up to 20 MW must also be reported.
Wood-based and agricultural fuels
- Installations that produce or process wood-based fuel (for example wood chips, pellets, or sawdust) or other wood products must be reported, depending on the amount of fuel.
- Fuels from agriculture, for example crops from fields, also require reporting.
Wind power
- Wind turbines taller than 50 meters but no higher than 120 meters must be reported.
- Two or more wind turbines located together must also be reported.
- Expansion or modification of existing wind turbines must be reported.
Heat pumps
All types of heat pumps must be reported to the municipality before installation. This includes ground source heat pumps, geothermal pumps, surface water heat pumps, and air source heat pumps. Read more on our page about heat pumps.
