Permit for flammable goods
You may need a permit to handle flammable goods. The requirement depends on your type of activity, the category of goods, and the quantity being handled.

When is a permit required?
The permit requirement depends on:
- The type of flammable goods (gas, liquid, or aerosol).
- The quantity being handled.
- Whether the handling is private or professional.
Examples (based on the Swedish Civil Contingencies Agency’s guidelines):
Private handling
- Liquefied petroleum gas (LPG): max 60 liters.
- Other flammable gases: max 10 liters.
- Flammable liquids: max 100 liters.
- Liquids with flashpoint over 60 °C: max 10,000 liters.
Professional activity indoors
- Flammable gases: 250 liters.
- Aerosols: 500 liters.
- Flammable liquids with flashpoint up to 60 °C: 500 liters.
- Liquids with flashpoint 60–100 °C: 10,000 liters.
Professional activity outdoors
- Flammable gases: 1,000 liters.
- Aerosols: 3,000 liters.
- Flammable liquids with flashpoint up to 60 °C: 3,000 liters.
- Liquids with flashpoint 60–100 °C: 50,000 liters.
Some types of handling are exempt from permit requirements. Please note that regulations have changed. Activities that previously did not require a permit may now be subject to one. The option to submit a notification for temporary handling has been removed.
Regardless of permit requirements, the safety regulations for handling must always be followed.
How to apply for a permit
Applications are submitted through the municipality’s online service.
What your application must include
- Applicant
- The person or legal entity intending to carry out the activity.
- Billing address for the application fee.
- Appointed supervisor
- Required under Swedish law on flammable and explosive goods.
- Must be suitable, with solid knowledge and experience of the goods and activities.
- Property details
- Provide property designation and address.
- Description of the activity
- Describe the type of activity and how the goods will be handled.
- State the name, classification, and storage method for each substance.
- Indicate the quantities in liters. For gases, state the water capacity of the container.
- Required documents
- Risk assessment according to legislation.
- Scaled site maps and drawings of the facility.
- Layout plan with buildings, tanks, traffic routes, and loading/unloading areas.
- Building drawings with fire safety details.
- Process description of the planned activity.
- Zoning and classification plans.
- For tanks and pipelines: technical specifications, drawings, inspection reports, certificates.
- Documentation for the supervisor, electrical safety certificates, tightness tests, operating instructions, signage, and marking.
The case will not be processed until the application is complete.
What happens after submission?
- The municipality checks if your application is complete.
- If complete, you will receive a confirmation of receipt.
- If incomplete, you will receive a request for additional information.
- A decision will be issued within three months of receiving a complete application.
- Permit conditions will be included in the decision, for example an inspection before operations may begin.
It is your responsibility as the operator to book an inspection if required.
