Excavation permit or traffic management plan

If you plan to dig, excavate, drill, or use municipal land in a way that may affect traffic, you must have an approved excavation permit and a traffic management plan (TA plan).

1. Start early

Start excavation and traffic management matters well in advance. The more the work affects others, the longer it may take to get approval. In the online service, you can first mark the case as planned and later change it to an application when everything is ready. This allows the municipality to prepare, check for any conflicts, and inform you in advance.

Excavation permits and traffic management plans (TA plans) are two different things but are often connected. Sometimes only one of them is required.

2. costs

There is a fee for both the excavation permit and the traffic management plan. The fee depends on the type of application and the scope of the work. You pay when the application is approved. If you mark the case as planned, you do not pay until you change the status to application.

3. Processing time

It normally takes two weeks to get an excavation permit or traffic management plan approved. Larger projects that require closing important roads may take longer.

4. Important to know

Contact the case officer well in advance if you have questions, before, during, or after the application process. Work in traffic areas can be risky. If you lack knowledge or training, hire a consulting company.

Keep in mind that traffic also exists in parks and forest areas where people are present.

The municipality approves TA plans only from a traffic safety perspective. It is your responsibility to inform residents, schools, shops, emergency services, police, and bus companies in the area.

5. Submit your application

6. What happens next

Once the case is registered, a case officer receives a notification and starts reviewing it.

  • If everything is correct → the status changes to approved, and you receive an email.
  • If something is missing → the case officer will ask you for additional information by email.
