Start an educational business
Planning to start a preschool, school, or other education service? If you plan to open a preschool, school, or other education service, you must register it with the municipality before it can start.

Step-by-step guide

1. Start early
All education services, from preschool to upper secondary school, must be registered before they can start. Submit your registration at least six weeks before the business begins.
Examples of services that must be registered:
- Preschool
- Open preschool
- After-school care
- Open after-school activities
- Preschool class
- Primary school
- Special primary school
- Upper secondary school
- Special upper secondary school
- Special school
- Sami school
- International school
2. Costs
You pay a processing fee. The municipality also charges an annual inspection fee for services that operate year-round.
3. Processing time
Once your registration is complete, we start processing it. Unless we inform you otherwise, you may start your service six weeks after submitting the registration.
4. Important to know
As the person responsible for the service, you must have the knowledge required to protect children and staff from risks such as the spread of infections. You are responsible for ensuring that all regulations are followed.
The premises must be suitable for the service, and you need to have routines for hygiene, ventilation, cleaning, waste management, and other important areas.
If you are unsure about how the premises should be designed, you can hire a consultant. Keep in mind that renovations or construction work may require a building permit or a building notification.
