Construct or modify a building
You must apply for a building permit to find out if you are allowed to construct a new detached building or make changes to an existing one.

Step-by-step guide

1. Start early
Building a new structure means constructing a completely new building. This could be anything from an industrial facility or a restaurant to a waste shed or a carport.
Extending a building means adding more space to an existing one. The extension can be small or large.
Before applying for a building permit, you must check that your project follows the local development plan and the building regulations.
You can use the following services:

- Building Regulations – Boverket
Depending on the type of construction project and whether it follows the local development plan, we may also need to collect opinions from stakeholders such as neighbors or other municipal departments.
2. costs
You pay for the processing of the building permit. The cost depends on the type of permit you are applying for and the size of the building.
3. Processing time
Once you have submitted all required documents, you should receive a decision within 10 weeks. In some cases, the municipality may extend the processing time to a maximum of 20 weeks. The goal is for you to receive a decision within 5 weeks.
4. Important to know
The application must be in writing and include drawings and other documents needed for the municipality to make a decision. Submit clear and complete documents for a faster decision.
The following drawings must be included in your application:
- Site plan/new building map
- Elevation drawing
- Floor plan
- Section drawing
Additional documents may be requested depending on the scope of the project.
All drawings must be professionally prepared. They must be made on white paper with black lines, include correct measurements, and show the scale.
All drawings must include:
- Information on what they represent
- Property designation
- Scale and scale bar (a measured line showing the scale)
- Date of creation and any revisions
If more information is needed, the case officer will contact you.
A building permit is valid for five years from the date it becomes legally binding. Construction must begin within two years and be completed within five years. You may not start work until you have received a start notice.

5. Submit your application

6. What happens next
Once the case is registered, a case officer receives a notification and starts reviewing it.
- If everything is correct → the status changes to approved, and you receive an email.
- If something is missing → the case officer will ask you for additional information by email.
7. Other things to consider
Here are some other permits you may need:
- Electricity connection – apply through Bodens Energi
- Put up a sign
- Changing or building a new driveway to a public road – apply through Trafikverket (the Swedish Transport Administration)
- Private sewage system
- Municipal water and sewage
- Build or construct near a shoreline
- Install heat pump
