Modify land and parking areas
You must apply for a land permit or building permit to find out if you are allowed to change ground levels or modify parking areas.

Step-by-step guide

1. Start early
You need a land permit if you plan to:
- Excavate or fill land within an area covered by a local development plan so that the ground level changes by more than 50 centimeters.
- Fell trees in certain areas covered by a local development plan.
You need a building permit to:
- Build a new parking area.
- Extend an existing parking area.
- Remove parking spaces.
Always check that your project follows the local development plan before you apply. In some cases, we may need to consult neighbors or other affected parties.

You pay for processing. The cost depends on the type of permit and the area involved.
3. Processing time
Once we have received all required documents, you should receive a decision within 10 weeks under the Planning and Building Act.
The Environment and Building Committee may extend the time once, but the total may never exceed 20 weeks. Our goal is to make a decision within 5 weeks.
4. Important to know
Always attach documents with your land permit application.
Your application must be in writing and include the information, drawings, and documents needed for us to process the case. Complete documents lead to a faster decision.
Your application should include:
- Site grading plan showing current ground level and planned changes, in plan and elevation views.
- Site plan (for parking areas) showing the current number of spaces and the planned changes.
Drawings must be:
- Professionally prepared.
- Dimensioned.
- To scale.
If anything is missing, we will contact you.
An approved permit is valid for five years. You must start within two years and complete within five years. You may not start work before you have received a start notice.
