Start an environmentally hazardous activity

You must notify the municipality before starting, changing, or taking over an environmentally hazardous activity. Environmentally hazardous activity means any use of land, buildings, or facilities that involves emissions to soil, air, or water and much more.

1. Start early

You must notify the Environment and Building Unit of any environmentally hazardous activity or measure before it begins. Submit the notification at least six weeks before you want to start. The same applies if you plan to change an existing activity.

For certain larger operations, a permit from Länsstyrelsen (the County Administrative Board) or the Land and Environment Court is required before starting.

2. costs

You pay a fee for processing. The cost depends on how long the processing takes and the type of activity you plan to start. The municipality has a special fee schedule for environmentally hazardous activities, updated annually.

For permanent operations, the municipality also charges an annual inspection fee. Once we have processed the case, we determine which class the activity belongs to.

3. Processing time

We start processing your case once we have received all the necessary documents.

You have the right to start operations six weeks after submitting your notification, unless we inform you otherwise. If you start before a decision has been made, you do so at your own risk, and you must comply with the decision once it is issued. Consult your case officer if you need to start earlier.

Processing may take longer if we need to consult other authorities, especially during the summer.

4. Important to know

A complete notification leads to a faster decision.

Your notification must include:

  • Information, drawings, and technical descriptions showing the nature, scope, and environmental impact of the activity. If you need help preparing a site plan, there is a map service available on Boden Municipality’s website.
  • A description of what you plan to do, how the activity will affect the environment, and how you will comply with environmental legislation.

As an operator, you are responsible for identifying risks and preventing disturbances.

A good way to do this is through self-inspection. This means you must have sufficient knowledge to identify risks and routines to manage them.

In some areas, there may be historical contamination. If you plan to operate in such an area, contact the Environment and Building Unit for more information.

4.1 Environmentally hazardous activity in water protection or special areas

If your activity will take place in a municipal water protection area or another special area, you may need to either notify or apply for specific permits.

5. Submit your application

Notify your environmentally hazardous activity using a form. Before submitting, check that:

  • All attachments are included.
  • Contact and billing details are correct.

6. What happens next

Once we have received your notification, we review it, request any additional information, and contact relevant parties. When everything is complete, you will receive approval to start operations. Sometimes the approval may include conditions on how the activity must be carried out.

The municipality will then carry out regular inspections of your business.
