What governing documents and investigations are
Boden Municipality is directed by political decisions. These decisions may follow national law or local positions and typically set goals and boundaries. Civil servants plan and deliver services within these frames. The work is monitored and evaluated to ensure decisions are implemented as intended.
Strategic Plan
The Strategic Plan is the municipality’s highest-level governing document. It covers three years and is reviewed annually. It sets overall direction and goals in four main areas, includes a budget framework allocated to departments and defines assignments for the operations. It is adopted in June, after which the administrations prepare their activity plans.
Comprehensive Planning and detailed supplements
The Comprehensive Plan guides long-term land use, such as where housing and industry may be located. It is complemented by thematic supplements for rural development in shoreline areas and for wind power. There are also detailed comprehensive plans for specific areas, including Boden town centre and Sävast.
Housing Provision Programme
While the Comprehensive Plan indicates where to build, the Housing Provision Programme describes how much to build, what types of housing are needed and when, based on population forecasts. It is a key part of community planning.
