Right of Access
In Sweden, everyone has the right to access public documents. This is called the principle of public access to official documents and is protected by the Swedish Constitution.
The purpose is to ensure transparency — allowing citizens to examine how the municipality operates and how decisions are made.
You do not need to state your name or explain why you wish to access a document.
In some cases, you may need to provide your contact details, for example if the municipality needs to send you an invoice.
How to Request a Document
You can request a public document by contacting the municipality via email or phone.
If you know which document you are looking for, it will be easier and faster to locate it.
Before a document is released, the municipality will review it to determine whether it is public.
How you will receive the document
Digital copy: You can often receive the document by email. Please note that digital copies may also be subject to a fee.
Copy by post: If the document contains sensitive information, it will be sent by regular or registered mail.
Pick up at the Town Hall: You can collect paper copies from the Citizen Service Centre (Medborgarservice) at Boden Town Hall by appointment.
Read on site: You may also book a time to read the document on site at the municipality.
Fees for Copies
If someone repeatedly requests large numbers of free copies, the municipality may charge from the first page.
Other fees may apply if specific decisions, laws, or regulations determine the cost.
Payment Methods
Swish
You can pay via Swish when collecting your document at the Citizen Service Centre, or you can receive a Swish number by email.
When you pay by Swish, the municipality will see your name and phone number.
Cash payment
You can pay in cash when collecting the document at the Town Hall. This is the only way to pay anonymously.
Invoice
If you choose to pay by invoice, you must provide your name, address, and personal identity number or organisation number.
