What is a public register?
A public register is a record of all documents held by the municipality. It includes documents received by the municipality, such as letters and applications, as well as documents created by the municipality, such as decisions and reports.
Both public and confidential documents can be listed in the register. However, documents that are public but of minor importance to the municipality’s work are not always registered.
What is a public document?
A document can be a physical record, such as a letter, or a digital file that requires technology to read, such as email, audio, or video recordings.
For a document to be considered public, it must:
- be held by the authority, either physically or digitally, and
- be received by or created within the authority.
Official documents are generally public, meaning anyone can access them. Some may, however, be confidential if they contain sensitive information.
How is mail handled in Boden Municipality?
Mail that is not addressed to a specific department is opened at the Municipal Executive Office.
- Documents to be handled by a committee or department are forwarded there and registered locally.
- Documents concerning the Municipal Council, the Municipal Executive Committee, or the Election Committee are recorded in the municipality’s main public register.
As a resident, you can contact the registrar at the Municipal Executive Office to access documents listed in the main register.
The online register
Each committee within the municipality has its own register where incoming and created documents are recorded. Parts of these documents can be searched in the municipality’s online register.
In the online register, you can currently view:
- notices and minutes from committee meetings
- notices, minutes, and documents from municipal council meetings
- information about elected representatives (assignments and email addresses)
- a selection of governing documents
Note: Documents containing confidential information or personal data are not displayed in the online register.
How to search in the online register
Choose an information type to narrow your search:
- Governing Documents: Here you can find selected documents such as guidelines, policies, and other governance materials.
- Meeting Minutes: Here you can read minutes from various meetings. To find the municipal council, select Municipal Executive Committee under Committee. You can also view all meeting documents there.
- Elected Representatives: Here you can search for the municipality’s elected officials. Click a name to see contact details and political assignments, or search for all representatives in a specific committee.
- Upcoming Meetings: Here you can view notices and minutes for upcoming meetings. To find the municipal council, select Municipal Executive Committee under Committee and click a case to open its documents.
- Free-Text Search: Free-text search is temporarily unavailable.
The municipality’s notice board
When a meeting protocol has been approved, a public notice (a confirmation of publication) is posted on the municipality’s digital notice board.
The notice remains on the board for three weeks. During this time, decisions can be appealed.
