Ballot papers, campaign booths and election posters

How ballot papers are managed and the rules for campaign booths and posters in Boden.

Ballot Papers

Distribution responsibility

Political parties are responsible for printing their own ballot papers and distributing them to polling stations and advance voting locations.

For parties that find it difficult to organise distribution themselves, the Municipality of Boden offers a central distribution service for candidate ballot papers. To use this service, ballot papers must be submitted to the Election Committee no later than one week before the relevant voting date.

Ballot papers must be packaged and labelled with the polling station or advance voting location, electoral district and voting date. Political parties are responsible for supplying the correct number of ballot papers. The Election Committee will not redistribute ballot papers between locations.

Political parties always have the right to deliver their ballot papers directly to polling stations and advance voting locations themselves.

Submitting ballot papers

Ballot papers may be sent by post to the Town Hall or delivered in person during designated submission times.

Ballot papers submitted later than one week before the voting date, or ballot papers that are not correctly labelled, will be placed in the advance voting venue at the Town Hall.

Legal requirements

The Election Committee is responsible for ensuring that blank ballot papers and party ballot papers are available for parties that received at least one per cent of the votes in either of the two most recent parliamentary elections, or are represented in the municipal council or regional council.

These provisions also apply to elections to the European Parliament.

Placement in polling stations

Since February 2022, the Election Committee has been responsible for placing ballot papers in display racks at polling stations and advance voting locations. Political parties submit their ballot papers to the election officials, who ensure that they are available throughout the voting period.

To have ballot papers placed in polling stations, a political party must be officially registered for the election.

Campaign Booths

Rules for campaign booths

  • The Municipality of Boden provides standardized campaign booths.
  • The cost is SEK 200 per day or SEK 1,000 per week. Transport costs will be added.
  • The booths may be used from 3 August to 13 September 2026.
  • Parties represented in the municipal council are given priority. If booths remain available, other parties may be allocated one.
  • Each party may be allocated a maximum of one booth. Locations are assigned by lottery.
  • Each booth is allocated a space of 3 × 2.4 metres at Centrumtorget.
  • Boden municipality delivers and installs the booths.
  • Electricity is available for basic needs such as lighting or coffee makers.
  • Keys are collected from Citizen Service at the City Hall.

Application and permits

Submit an expression of interest for a campaign booth to the Parks Department no later than 31 May of the election year.
Applications received after this date are processed in the order they are received. There is then no guarantee that a booth will be available.

A police permit is required for public gatherings under the Public Order Act.
Each party or organisation must submit its application no later than 31 May.

A police permit is also required to put up election posters.

The Urban planning and development administration’s guidelines for the allocation of campaign booths are based on practical considerations (space), previous experience, aesthetics (fit with the surroundings), accessibility, regulations (the Public order act and local public order regulations), and a municipal council decision from 11 October 2021 regarding the procurement of standardized booths for temporary sales and other events. The guidelines are as follows:

  • Campaign booths are placed at Centrumtorget according to a plan prepared by the Urban planning and development administration. Locations are assigned by lottery.
  • Only democratically elected parties represented in a decision-making body at municipal, regional or national level are eligible for campaign booths. Priority is given to the eight parties represented in the Municipal council, and secondly to other parties as described above.
  • Each booth is allocated a space of 3 × 2.4 metres at Centrumtorget. The Park unit transports and installs the booths according to an attached map, with the entrance facing the centre of the square.
  • The booths may be used from 3 August 2026 at the earliest until election day, 13 September 2026.
  • An expression of interest must be submitted to the Park unit at Urban planning and development administration no later than the last day of May in the election year. Applications received later will be processed in order of arrival, without guarantee of a space.
  • Beach flags and advertising boards must be placed directly adjacent to the booth façade in a way that does not obstruct pedestrian access or block visibility for neighbouring booths. They may not be placed on guidance paths and must be removed when the booth is unattended.
  • Keys for electricity (for lighting and water/coffee makers, not heating) can be collected from Citizen Service at City Hall.
  • The rental fee for a booth is set at SEK 200 per day or SEK 1,000 per week in accordance with Municipal executive board decision KS 2021/832. The fee includes the use of public space in connection with the election. In addition, transport costs apply for delivery and installation of the cabin.
  • The allocated area and any structures placed there must be kept tidy and, by the end of the permit period, must be cleaned, cleared and restored to its original condition at the applicant’s expense.
  • Each political party or organisation must apply for a police permit in accordance with the Public order act.

Election Posters

Rules for election posters

Within areas covered by a detailed development plan in Boden Municipality, you need a police permit to put up posters.
Outside such areas, you must apply for a permit from the County Administrative Board.

  • You are responsible for ensuring that posters do not cause littering.
  • You must have permission from the landowner to put up posters. Boden Municipality grants permission on its land to all registered political parties.
  • Do not put up posters on:
    • road or traffic installations, such as street lighting poles, road signs or traffic signals
    • bus shelters, bridges, tunnels or other facilities related to roads, streets or technical infrastructure
    • parks, planted areas or trees
    • pavements, pedestrian paths or cycle paths
    • floating objects in lakes or watercourses
  • Posters must not be placed where they obstruct visibility. Do not place them in curves, intersections or other locations where visibility may be affected.
  • Posters must not be designed in a way that they can be mistaken for road signs or other traffic devices.
  • Posters with a large amount of text must not be placed so that they are primarily directed at drivers.
  • Maximum size: 1 × 3 metres. This does not apply to posters on permanent advertising pillars or notice boards.
  • Minimum distance: 15 metres from intersections, 10 metres from road signs or traffic devices, and 1 metre from the kerb.
