Procurement and purchasing

Boden Municipality carries out procurement to buy goods, services, and construction projects in an open and fair way that ensures the best possible use of public funds.

How procurement works in the municipality

When Boden Municipality needs to buy goods, services, or construction projects, this is done through a procurement process. Suppliers can submit tenders, and the municipality selects the option that best meets the requirements at the right price. Procurement results in a framework agreement, contract, purchase agreement, or leasing agreement. The goal is to use public funds efficiently and give many suppliers the chance to participate.

Laws and principles for procurement

All procurement follows the Public Procurement Act, which is based on five key principles:

  1. Equal treatment: All suppliers must be treated equally.
  2. Non-discrimination: No supplier may be excluded on unfair grounds.
  3. Transparency: Rules and requirements must be clear to everyone.
  4. Proportionality: Requirements must be proportionate to what is being procured.
  5. Mutual recognition: Certificates and qualifications from other EU countries must be accepted.

The municipality’s procurement and purchasing policy

Boden Municipality has its own policy and guidelines for all purchasing and procurement activities. These ensure that procurement is carried out fairly, transparently, and in compliance with the law.

The procurement procedure depends on the value of what is being purchased.

Goods and services

  • Direct procurement: 100,000–700,000 SEK
  • Simplified procedure: 700,001–2,236,731 SEK
  • Open procedure: above 2,236,731 SEK

Construction projects

  • Direct procurement: 100,000–700,000 SEK
  • Simplified procedure: 700,001–55,991,099 SEK
  • Open procedure: above 55,991,099 SEK

Social services

  • Direct procurement: 100,000–7,802,550 SEK
  • National advertising: above 7,802,550 SEK

How procurement results are used

The result of a procurement process is an agreement that sets the terms for how goods, services, or construction projects must be delivered and at what price. This gives the municipality control over both costs and quality.
