From 1 July 2026, the municipality is no longer responsible for municipal waste generated by retail businesses in the Municipality of Boden (market trading is not included). At the same time, used cooking oil, such as deep-frying oil, as well as office paper and recyclable paper, are no longer covered by the municipal responsibility for waste from all commercial activities.

For retail businesses, this means they are now responsible for the entire waste management process – from sorting and collection to treatment in accordance with applicable legislation. The legal requirements for waste management remain unchanged. Waste must be prevented, sorted and treated in accordance with the EU waste hierarchy, without posing a risk to human health or the environment.

Sorting requirements still apply

Retail businesses must continue to:

• separate food waste from other waste
• separate packaging waste and deliver it to an approved collection system, for example through the Swedish Producer Responsibility Organisation (NPA)
• separate packaging from its contents so that the materials can be recycled
• comply with the rules for animal by-products (ABPs) in former foodstuffs
• ensure that waste is managed in accordance with the EU waste hierarchy.

The contractor collecting the waste is responsible for reporting waste quantities to the Swedish Environmental Protection Agency no later than 31 March each year.

Important information

For retail businesses, the "all or nothing" principle applies. If a business chooses to manage its own municipal waste, this responsibility covers all municipal waste fractions, including residual waste, food waste and, where applicable, grease trap sludge. It is not possible to combine a private waste contractor with municipal collection of other waste fractions.

For other commercial activities, the deregulation applies only to used cooking oil and office and recyclable paper. The municipality remains responsible for other municipal waste, such as residual waste and food waste.

Please note: Grease trap sludge is not considered used cooking oil. For businesses other than retail, responsibility for this type of waste remains with the municipality.
