Supervision of alcohol serving licences

How the municipality and other authorities ensure alcohol service follows the law.

About supervision (purpose and roles)

Supervision, together with possible sanctions, ensures restaurants comply with the law and that the industry competes on fair and equal terms.

Who does what

  • Municipality: primary responsibility for ongoing supervision.
  • Police Authority and the municipality: immediate, on-site supervision of restaurants.
  • Municipality and Police: supervision of serving and retail sales of medium-strength beer (folköl).
  • County Administrative Board: supervision within the county and advice to municipalities.
  • Police Authority, Swedish Enforcement Authority and Swedish Tax Agency: must provide the information needed for supervisory tasks.

How supervision is organised

Desk-based supervision (“internal”)

  • Checks of licence holders with the Swedish Tax Agency, Enforcement Authority and Police.
  • Assessment of financial compliance and lawfulness.
  • Close cooperation with the County Administrative Board, courts and the Fire and Rescue Service.

On-site supervision (“external”)

  • Verification that alcohol service follows the licence and other legal requirements.
  • Assessment of order and security inside and immediately outside the premises.
  • Checks to prevent service to minors and to clearly intoxicated guests.
  • Verification that a responsible manager is present.
  • Review of till/cash procedures and in-house marketing of alcoholic beverages.
  • Overview of staff employment arrangements.
  • Fire safety and other safety routines.

When supervision takes place

  • Desk-based: usually during office hours.
  • On-site: at the premises, typically evenings and nights.
