Farming with livestock and manure management

Livestock farming is subject to regulations to protect animals, people and the environment. Here you can find information about required permits, how manure should be managed, and the rules for spreading manure.

Farming with livestock

Keeping livestock in agriculture requires a permit from the County Administrative Board’s agricultural unit. The unit assesses the stable or building in accordance with animal welfare legislation.

Livestock keeping must also be assessed under the Environmental Code. In some cases, a permit is issued by the County Administrative Board’s environmental unit. In other cases, the activity must be notified to the municipality’s Environment and Building Committee.

  • Livestock operations with more than 400 livestock units require a permit from the County Administrative Board’s environmental unit.
  • Livestock operations with more than 100 and up to 400 livestock units must be notified to the Environment and Building Committee.

Contact the Environment and Building Unit if you have questions about which permit or notification is required.

As a livestock owner, you must also consider your neighbours. Your activity must not cause unnecessary disturbance or complaints.

Manure management

Manure must be stored in a way that reduces the risk of leakage to soil and water. Use sealed surfaces, such as a manure pad or container, in accordance with municipal guidelines.

Temporary storage, known as field heaps, may be used before spreading. These may only be used if the risk of leakage is low and the storage is short-term.

Spreading manure

When manure is spread, it affects both the environment and nearby residents. Therefore, specific rules apply:

  • Do not spread manure on frozen or snow-covered ground.
  • In special cases, you may apply for an exemption. Contact the Environment and Building Unit to apply.
  • Keep a safe distance from ditches, watercourses and wells.
  • At the lakes Buddbyträsket, Bodträsket, Svartbyträsket and Vittjärvsträsket, the distance must be at least 50 metres from the shoreline.
