Keeping animals in a planned residential area
Certain types of animal keeping require a permit or notification. Here you can find out which rules apply, when you need to apply for a permit, and what to do if animals are being mistreated.

Keeping animals
A permit from the Environment and Building Committee is required to keep certain types of animals. If you have many animals, you may need a permit from the County Administrative Board.
All animals must be treated well and protected from illness and suffering. As an animal owner, you are responsible for ensuring that your animals do not negatively affect people or the environment. You must also ensure that they cause as little disturbance as possible.
Animals in built-up areas
In planned areas, you need a permit from the Environment and Building Committee to keep the following animals. This also applies to areas with specific planning regulations.
- Horses
- Chickens and birds that are not kept as pets
- Goats
- Sheep
- Pigs (except miniature pigs kept as pets)
- Cattle
- Snakes
- Fur animals that are not kept as pets
Apply using the form for keeping animals in a planned area. A fee is charged for processing the application. The fee is specified in the form.
Do you have many animals?
If you have many animals or run a business involving animals, you may need a permit from the County Administrative Board or the Swedish Board of Agriculture. This also applies if the animals are kept outside planned areas.
For example, you must apply for a permit if you want to run a dog daycare, dog or cat boarding facility, or an animal rehoming centre.
