Buy a plot

Buying a plot in Boden involves several steps – from booking to building permit and contract. This guide gives you a quick overview of the entire process.

1. WHAT IS A SINGLE-FAMILY PLOT (RAW PLOT)?

Boden Municipality sells subdivided single-family house plots (raw plots): the buyer is responsible for all groundworks such as foundation, electricity, water, sewage, and more.

The plots are displayed through the municipality’s e-service “Köp tomt”, where you can see available and upcoming plots as well as information on when new plots are released.

2. WHO CAN BUY – AND WHAT ARE THE RULES?

  • You are only allowed to buy a plot for personal. The purchase must be for your own permanent residence, not for renting, resale, or speculation.
  • Maximum one plot per household. If you want to change plot, you must cancel the original booking and pay a new booking fee.
  • The system works on a first-come, first-served basis – there is no waiting list or queue. Transfer of a booking to anyone other than a co-applicant is not permitted.

3. HOW THE BOOKING PROCESS WORKS

  1. Go to the e-service “Köp tomt” and select an area/click on an available plot (marked in turquoise). No “Buy” button? Contact the Department of Physical Planning at Boden Municipality.
  2. Click “Buy”, log in with electronic identification. The plot is reserved for 10 minutes – if you do not complete the booking, it will be released automatically.
  3. Check that the property designation and plot ID are correct, and have the co-applicant’s personal ID number ready if applicable.
  4. Review and accept the terms, preview, and submit. The plot may be reserved by someone else if you delay.
  5. You will receive a booking confirmation on email or SMS – the plot is not yours until this has been received.
  6. A booking fee is charged: 10% of the purchase price which will be deducted from the total amount. It is non-refundable in case of cancellation or failed purchase.
  7. After your booking is completed, a land and development engineer from the municipality will contact you for guidance and further processing.

4. Land use agreement AND BUILDING PERMIT

After booking, a land use agreement is established between you and the municipality. The booking remains valid until a purchase contract can be signed.

You have 6 months from the booking date to obtain a legally binding building permit and a start notice. Exceptions may be made if special reasons apply.

5. PURCHASE CONTRACT, ACCESS, AND FORMAL REQUIREMENTS

  • The purchase contract is signed only after the building permit and start notice have become legally binding.
  • When you have paid the purchase price, you receive a receipt and access to the plot.
  • A resale restriction applies for two years from the date of access. Any transfer during this period requires written approval from the municipality.
  • A penalty clause in the contract means you must begin construction within two years. Otherwise, a penalty of SEK 400,000 will be imposed.
  • The municipality assists you in applying for title registration, but you are responsible for paying the costs of registration and mortgages.

6. IMPORTANT PREPARATIONS BEFORE BOOKING

  • Calculate the total cost: plot purchase, land preparation, connections, building permit, construction, and so on.
  • Detailed plan and building rights: check building area and regulations. The municipality’s detailed development plans are available both in WebGIS and as PDF files. For printed copies, please contact Citizen Service.
  • Ground conditions: examine the soil’s characteristics, slope, and drainage.
  • Neighbors: consider talking to nearby residents for local insights before making your decision.
