Submit a citizen proposal

A Boden Proposal is an opportunity for you, as a registered resident of Boden Municipality, to influence local development by submitting a proposal for political consideration.

1. WHO CAN SUBMIT A PROPOSAL?

  • You must be a registered resident of Boden Municipality.
  • Associations, organizations, or other groups cannot submit such proposals.
  • If you are employed by, or an elected representative of, the municipality, you may not submit a proposal that concerns your own department or committee.

2. HOW TO SUBMIT A PROPOSAL

2.1 Through the e-service

  • Go to the e-service “Bodenförslag” and log in with electronic identification, such as BankID.
  • Fill in your name and address and describe your proposal in detail. The e-service will guide you step by step.

2.2 Guidelines and review

Proposals are reviewed by the Municipal Executive Office to ensure that they comply with the guidelines.

Examples of proposals that are not allowed:

  • Proposals where there is already an ongoing process or legal case.
  • Matters that are similar to other proposals that are already collecting votes.
  • Questions that the municipality has addressed in the past two years.
  • Content that violates Swedish law, is discriminatory, offensive, or otherwise inappropriate.
  • Questions that do not fall within the municipality’s responsibility.
  • Matters that concern the exercise of public authority.
  • Proposals that include an application for grants or other financial support.
  • Proposals that relate to internal municipal matters, for example the relationship between the municipality as an employer and its employees.

3. HOW VOTING WORKS

  • All residents registered in Boden, aged 13 and above, with electronic identification can vote.
  • Voting takes place through the e-service.
  • For a proposal to be taken up for political consideration, at least 50 votes are required within 3 months of publication.
  • If it gathers enough votes, it is forwarded to the responsible political body. If not, the process is closed.

4. WHAT HAPPENS NEXT?

  • The Municipal Executive Office collects submitted proposals and forwards those that have reached 50 votes to the appropriate political body.
  • The relevant political body should, if possible, make a decision within one year from when the proposal was submitted.
  • The proposer is notified when a decision is made and may, if appropriate, be allowed to attend the deliberation, but not participate in the decision itself.

5. HOW TO SUBMIT FEEDBACK INSTEAD

If what you want to convey is of a simpler nature, such as praise, complaints, or feedback, it is better to submit a comment. It is handled by officials without political consideration, and you may remain anonymous.

6. TIPS BEFORE SUBMITTING YOUR PROPOSAL

  • Clearly state what you want to influence.
  • Check that the proposal does not already exist or break the rules.
  • Keep track through the e-service: when it is published, if it gathers votes, and what happens politically.
  • The alternative “comment” is more convenient for simpler matters.
