Vehicle removal

How vehicle removal works in Boden Municipality: when vehicles can be moved, how to report them, and possible costs.

When can a vehicle be removed?

A vehicle may be removed if it is parked incorrectly and causes obstruction, danger, or environmental disturbance, or if it has been left for a long time. Decisions are made by the Swedish Transport Administration, the Swedish Police Authority, or the municipality. In Boden, the Streets and Parks Department carries out the removal.

Examples of reasons for immediate removal

  • The vehicle creates a traffic hazard or obstruction.
  • The vehicle blocks road maintenance, such as snow clearance.
  • The vehicle owner has unpaid parking fines exceeding 5,000 Swedish kronor.
  • The vehicle is parked in a restricted area, such as a loading zone or bus stop.

Abandoned vehicles (vehicle wrecks)

A vehicle is considered a wreck if all three conditions are met:

  • It is in very poor condition.
  • It is abandoned.
  • It has no or very low value.

What counts as a vehicle?

A vehicle is any device with wheels, tracks, or runners that is built for travel on land, other than on rails.

How to report and what it costs

If a vehicle is on municipal land, you can report it using the municipality’s fault-reporting app. On private land, contact the landowner or road manager. An assessment is always made before a decision is taken.

All practical costs of removal are charged to the vehicle owner. If the vehicle is removed from private property, the landowner may also be charged.

Who makes the decision?

Decisions can be made by the Swedish Transport Administration, the Swedish Police Authority, or the municipality. In some cases, the Swedish Enforcement Authority may also decide. Only the municipality or the Swedish Transport Administration may remove a vehicle wreck.

You cannot move another person’s vehicle

Private individuals are not allowed to move vehicles they do not own. This is considered an official authority function. Doing so anyway may be a criminal offense.
