When should you report?

All children have the right to a safe and secure upbringing. Is concern enough? Yes. You do not need proof—suspicion of harm, such as violence or abuse, is sufficient.

You can report to Social Services or the police.

Make a report

Private individuals

You may remain anonymous. Do not provide name, address, or phone number. Make the report as detailed as possible, since Social Services cannot contact you afterward.

Professionals working with children and young people

  • Mandatory duty to report: You must report if you suspect a child is at risk.
  • Informing guardians: Inform guardians first—except if you suspect assault or other abuse. In those cases, contact Social Services immediately and do not inform the guardians. Social Services will assess the child’s need for immediate protection.

Note: As a mandated reporter, you cannot remain anonymous.
