Guardian or custodian for children
Children under the age of 18 need someone to manage their finances and rights. This is done by a custodian – usually the child’s parents. The custodian is supervised by the municipality’s Chief Guardian Committee to ensure that the child’s assets are protected until the age of majority.

What is a custodian?
A custodian is responsible for managing a child’s finances and rights until the child turns 18.
Usually, the parents are the child’s custodians.
If the parents pass away, or mismanage the child’s finances, a special custodian can be appointed.
When is the consent of the Chief Guardian required?
The custodian manages the child’s daily finances, but some major decisions require approval from the Chief Guardian Committee. Examples include:
- Withdrawing money from a restricted account.
- Buying or selling property, land leasehold, or tenant-owned apartment.
- Safeguarding the child’s rights in an inheritance or division of property.
- Accepting a gift involving property, land leasehold, or tenant-owned apartment.
Supervised management
If the child’s assets exceed a certain amount, the money must be placed in a restricted account. In this case, the custodian may be required to submit an annual report to the Chief Guardian Committee, which reviews that the money is managed properly.
The purpose of supervision
Supervision is intended to protect the child from financial or legal disadvantages and to ensure that the child’s assets remain intact and are used in the best way until the child reaches legal age.
